The driving license and vehicle registration system (सवारी चालक अनुमतिपत्र तथा सवारी दर्ता प्रणाली), as the Department of Transport Management names it. Each province runs its own portal on it, where driving licenses are applied for, renewed and copied.

Which portal do I use?

Your own province's: each province's portal serves its own transport offices, so a reader in Kavrepalanchok uses Bagmati's. If you know only your district, the list on this page gives the province for all 77.

Is Driving Sathi the portal?

No. Driving Sathi is an independent study aid. It links each province's official portal, and every application is made on the government's own site.
